Does ordinary chocolate qualify?

EFSA described 200 mg of flavanols in 2.5 g of high-flavanol cocoa powder or 10 g of high-flavanol dark chocolate. These are specially characterized products; the same amount of ordinary chocolate cannot be assumed equivalent. 1
